[[bind]] <key> blink

======Description:======
This function toggles the current blink setting.  Due to internal
limitations of the client, __BLINK__ is displayed as an **F** on the input line,
regardless of the key it is bound to.

======Other Notes:======
Blinking text can be typed at any time, but it will only be displayed
if [[set BLINK_VIDEO]] is on.
