This creates a new split (visible) window. This is done by splitting one of the current visible windows in half and giving the other half of its space to the new window. The set always_split_biggest variable controls whether the biggest window (ON) or the current window (OFF) is split to make room for the new window.
New windows usually initialize with zero values except for:
Window refnums are initialy set to the lowest refnum greater than 0 that is not in use. You can change a window's refnum with WINDOW NUMBER as long as that window does not have any channels.
This operation was already present in ircII2.1.5g.
