load motd

This script implements the client-side motd support that used to be a built in feature. The person responsible for the client at your site should create a file in $irclib/ircII.motd, and each time this file changes, the file will be displayed to the user the next time they start the client.

The script maintains a timestamp file at ~/.ircII.motd, which tells the script the last time the user viewed the local motd file.
