Synopsis:
on [<modes>]wallop [<serial#>] [-|^]<match> { <action> }
Description:
This hook is triggered whenever the client receives a WALLOPS message (a message sent to all irc operators).
Parameters:
| $0 | nickname of the message sender |
| $1 | a '*' if the sender is an operator, 'S' if the sender is a server |
| $2- | text of message |
